Help! Destination Wedding Response/Insert Card Dilema

Hi. I'm new to the site and will hopefully be able to get some great repsonses for my dilema. My fiance and i are getting married in Cancun, Mexico the end of next spring. The Resort the Ceremony and Reception is being held at has a policy. The policy is that at least 80% of our attending guests (final head count) need to make reservations at the Resort to stay the night the day of the wedding, otherwise it may be canceled. I'm still waiting to hear from the resorts wedding coordinator about what might happen if we only get 50%-70% to stay but how do i word/script my response cards or insert note with the 80% policy with out sounding tacky as well as with out giving guests the option to book somewhere else near by thats cheaper? Most of our close family and friends we are inviting know about the policy while some family and friends do not. Please help me. I'm open to hear (read) any suggestions for wording or what to include and what not to include. Thank you very much.

Don't give them the option to book anywhere else or get a group rate through a travel agent

I agree with MsClarke, I'm not giving my guests an option. I am telling them this is the resort, contact my travel agent to book and the more people that book with the travel agent the better discount we will get. If people choose to go out on their own and pick a different resort i won't stop them but I'm not stating anywhere that its an option. i really want all my guests to be at the same resort and enjoy a whole vacation together.
