I glued the ribbon with silicone, then the flower on top also with silicone.. and the ribbon for the tags I just made a knot..

I just printed them on textured cardstock and then used a round paper cutter which I bought I hobby lobby, I think it was the 1 1/2" It's super easy to use and I love how round tags look..
