Legal Fees paid locally

Hi our  Wedding is booked for 03/04/14 through thomas cook we have booked the sunshine package £649 but have now been informed that there will be an additional $720 legal fees to the hotel to pay plus the cost of having the blood tests. We are still utterly confused as to the documents we need to supply as thomas cook have told us we need to get our birth certificates, decree absolute translated and legalised before we travel at a cost of approx £500 (both of us have been married before and I have kept my married name) if this is the case why are we paying more legal fees when we get there. Can anyone please advise.
