Newbie from Newfoundland

My fiancé and I got engaged on May 31, 2013. We're super excited and ready to get the ball rolling. I am aiming for 2014 since I want to give our guests as much time as possible, but we are also not getting any younger. I am 99% set on Jamaiica as I stopped on day trip while on a cruise - it's stunning and the locals were very friendly. I want to keep my costs reasonable, but am afraid that if too many people come (the more the merrier) that it will cost an arm and a leg. Most resorts I've researched have wedding packages for around a max of 20 people. I'm not to concerned about upgrading since the reason that I want a DW is to avoid the "expected" wedding stuff (cocktail hour, speeches, endless decor), but need a free/affordable package that has the option of adding additional guests. The photographs are very important to me, and if at all possible I would like to use the resort photogrher. Anyone have any recommendations or reviews? Also I want to pick a time of year when the weather is relatively dry (not rainy or hurricane season) but also avoid crowds/price hikes during peak spring break times. Any advice would be greatly appreciated.
