Price to elope intimately

Hi- newbie here! We were planning a big wedding in our hometown but family & finances just got to be too much to deal with so we cancelled it all & are very excited to be jetting off to Mexico for our joint elopement/honeymoon. We are planning on staying on Isla Mujeres at Privilege Aluxes and were considering having the ceremony there, however their packages seem to be pretty pricey, in my opinion. It would just be the bride & groom along with 4 witnesses and we want the full legal ceremony (doing our own bouquet/boutt's & dinner at our AI).  Here's what we want, I'd love some help or references if anyone could:

 

-decorated beach palapa/gazebo

-little or no outside vendor fees (we have found a photog we love already)

-officiant with english translation

-legal service with all the required paperwork/bloodwork/legalization in country of origin (USA)

 

ETA: Privilege Aluxes is saying they can do the above for $1,400 USD but that seems pretty pricey, and it's not including the legalization in the USA... Trying to keep the cost down as we are still paying for a reception back home when we return.
