october 2013 destination wedding dont know where to start!

We are thinking aruba for a very small ceremony/reception October 11th.  Does anyone have any suggestions or helpful tips?

 

Cost is definately a factor - we are planning approx 20 people, want to get legally married there and have a ceremony at the beach, need a photographer, maybe light hors d'oeuvres and seating, i'm not sure what else.  I feel lost!
