Help & Suggestions Needed

Mr.N & I originally wanted to have a DW but due to family & financial issues we couldn't do it but we've had some setbacks lately & are considering a few options & are looking for some suggestions/feedback please.

 

Option 1: Have a small ceremony here with parents & close family here at home (as our parents can't afford to come away and we can't afford to pay for them), that way my dad can walk me down the aisle, my mom can see her "1st born" get married, his parents can see him get married, our sisters & very close friends (the ones we cherish the most) can be there for us. We'd have a small dinner after then go away to a tropical destination of our choice with only a few friends (some that can afford to join us) and have a small wedding (most DW require a marriage liscense anyway).

 

OR

 

Option 2: Elope & not tell parents/friends. Only have 1 couple with us to be our witness and then come back & have a surprise reception (party without a full sit down dinner, more cocktail reception).

 

Suggestions on locations are welcomed (we can do Jamaica, Dominican or Mexico, no Cuba due to my MOH & her hubby being from the US). We are leaning towards Jamaica or DR,
