finally heard back from my friend the woman's name is Joanne Butts, her info is at the court house in Alexandria, and I imagine in Arlington also.

Go to the courthouse to get your marriage license. From there you can make an apointment to get married (they have a list of people). This can even be done on the same day!!! You get married and then they give you the marriage certificate which you must have stamped/notorized.
