so each finished program is like 3.5"x11"?

More like 3 X 10 or so.  You end up cutting the edges around each panel.

You dont have to make it the exact same size as the design I have if its easier for you to cut you can always design it 2 up and utlize the whole 11. Nothing stopping you from changing it up a bit

 

I had a border around mine with crop marks as i wanted the border in my actual image (on some panels only) you could even make mini fans if you really wanted to and make the panels 3 up

Definitely, just trying to think through it before I start working on them. I designed some that were similar to skp1's programs (4 panels per 8.5x11" sheet, tied with raffia) but more in luggage tag shape. I'm still just thinking through what I want to do. Plenty of time left! :-)
