Customs & OOT bag/decorations issues?

Did anyone have issues getting through customs w/ snacks for OOT bags or starfish for decorations?

I have just heard that there have been no problems with starfish.  I also got a tip that you should bring receipts for all the "decorations" you take through customs so you dont have to fill out forms or pay taxes on them!

I asked my travel agent about this.  Her answer was that each place is very different and it really depends where you are travelling.  She said often information can be found online about this if you search mexico and bringing food into the country for example.  She said some places dont allow certain foods, while other places are really leniant about it.
