I had never heard of parent gifts or husband/wife gifts -- wedding party only. I thought may-be I was missing something, but apparently this is not normally done in European weddings. Both DH and I are Canadian, but of European heritage and neither of us had any exposure to this custom. It's nice, but man, it's more to worry about!

It's not really necessary. I think it's an American thing. But, I really just wanted to give them something since they have done so much for us. I'm also giving the wedding party small gifts.

I think the gifts are typically given at the rehearsal dinner, but since we are not really having a rehearsal dinner, we will be giving them at our welcome dinner the night before the wedding. If it's something you have no desire to do, I wouldn't stress about it.
