Here is a luggage tag templates that I downloaded from another bride here....I actually ended up ordering business cards through VISTAPRINT and used those instead...hope this helps someone!

I think vistaprint is the way to go - you get 250 personalized for peanuts...I would try there!

Do you order the business cards from vistaprint and use as luggage tags?

Thanks for posting the template. Did you put the VistaPrint business cards into clear luggage tag holders, and where did you find them?

I found some ID Badge holders that I'm using for key/tip holders here http://holders.idcardgroup.com/  but you might be able to use them for luggage tags too?  There are a bunch of different types of holders!
