Luggage Tag Question

I am making luggage tags out of business cards from Vista Print.

Question is, has anyone made them without using the plastic ID insert?

I am on a tight budget now and thought they would be fine without the plastic, typically when you use the airline luggage tags they are not in plastic so ink rubbing off shouldnt be an issue I wouldnt think...

I was thinking of hole punching the end and then attaching ribbon in our wedding colors...

You are right tags from the airport are without the plastic, but they do tend to tear and curl up. I mean if you spent time creating them wouldn't you want them to last. I'm sure other ladies will chime in, but my advice is to check ebay, amazon, or even get a coupon for office max or office depot. I just wouldn't do the luggage tag without the plastic sleeve.
