Congratulations! And I agree - narrow down the place and the rest is much easier. Have you thought of talking with a travel agent for ideas. I think there are several on this site - I used a local TA that specializes in Honeymoons and Destination Weddings. he's been great!

It sounds like you are talking about Mexico. On the East Coast of Mexico (around Cancun) hurricane season is from Jun-Oct. Jun-Aug tend to be just humid, but the storms intensify in Sep-Oct. The blood tests are required for a legal wedding in Mexico. You need to get them done and translated into spanish 15 days before your wedding, so it's easier to get it done in Mexico. However, a lot of girls (including me) choose to have the legal ceremony at home (which is typically just a signing of the paper) and a symbolic ceremony in Mexico.
