There actually isn't a residency requirement in Dominican Republic. If you went straight to the courthouse the day you arrive, you could get legally married. The requirement to be there a certain amount of time prior to your wedding is set by the resort. Usually weekends don't count because WC's are off or busy with weddings happening on those days so they can't meet with you. Our resort had a general 3 day advance arrival, but because we eloped and had no special arrangements at all, we arrived 2 days in advance, met with the WC the day before the wedding and everything went perfectly. If you're having trouble with the dates, talk to your WC and see if you can work something out - they can be very accommodating if they understand your situation.
