Are table numbers and assigning seats needed?

I think you don't need to if you don't want to.  With 20 people it should be easy for people to figure out where they're sitting on their own.  But it depends on how much control you want -  like if it would bother you if people moved chairs around to try to fit more at a table, leaving another table with only a few people (like my family did at my aunt's wedding)

My opinion would be to make a select few VIP so to speak name tags for your parents and his parents so that they get good seats next to you guys and let everyone else go where they chose. I had 100 guests and I almost did that for myself til everyone convinced me last minute that it would be pure chaos! haha.

Same here.  I figure people will be sitting with friends and SOs so why bother figuring it out for them.  With so few people everyone will get to talk to each other so I don't see it as a big deal.

We are expecting 26 adults and 5 kids. I am getting place cards made up by a calligrapher from Etsy. I am not going to have table numbers since we are only having 4 tables. At first I was going to do special table names after wines since my FI is in the industry but then I figured it was not necessary. It is one less thing to worry about. People will be mingling around the tables during the cocktail hour and will likely find their spot before the reception starts.
