Not sure what resort you'll be at, but the supermarket in the Blue Diamond plaza (east of the airport, across from the new RIU and the Burger King) has small burlap bags of blue mountain coffee, mini liquor bottles, small rum cakes, and lots of snack foods and candies that are traditional Jamaican brand items that will make your OOT bags more authentic and unique than the ones just just contain your typical stuff like mosquito repellant, sunscreen, etc. Blue Diamond is easily spotted off the main road and is very clean and organized. Plus you won't have to worry about haggling with vendors, and is a one stop shop for everything you could want. In the same plaza is a pharmacy that has a few other souvenier type items as well....again, a local store so very cheap. Good luck!
Thanks for the info. I wanted to include rum cake in the OOT bags. I will have to stop off there.

Not in MoBay but pricewise you are better off bringing those things down from the states. You can easily get candles in the votive glass as a boxed pack of 9 for cheap at Walmart or Michael's. Wrap them between your clothes and you're good. Things like that are much more expensive in Jamaica.

I went to the local grocery store (hi-lo) in Negril and bought a bottle of ting or ginger beer, a bag of plaintain chips, a package of ginger cookies and a bottle of water.

Hooray for the "authentic" bags

I wanted guest to have stuff that was "jamaican" and things they could eat back in the room or on the beach and not have to pack and take home.

They cost about $4 each.

Rum cake is a good thing to add too! It is also super cheap at the grocery store.

SAND TOYS.. SAND TOYS... SAND TOYS. We actually bought them but my son unpacked them and hid them because he wanted to keep them. We got down to the resort and all the kids were bummed they didn't have anything to make castles with. So my MIL ened up going into the gift shop.. They had them but were $26 bucks for a normal state price of maybe 10 and she bought 2 for the 3 kids to share. Granted they loved them to death when they got them.. but I felt guilty she spent so much when we had them at home. Maybe the Blue Diamond Market has them so you don't have to bring them down .. if you want to get in a quick shopping trip before the resort. Other things we used were Bucket Hats from OT- used everyday... Beach Balls from OT.. DIY iron on tshirts that had "Wedding Crew" on them. And kid friendly books about Jamaica. Oooo and sucker ring pops that had a tropical fish as the candy.. another thing that was a hit.

My daughter & fiance have just decided to give a personalize cooler mug as a gift to those in attendance. Others they've talked to said if they have received OOT bags from other brides & grooms, its mostly things they had packed themselves (like gum, mints, aspirin, Kaopectate, etc. ) so we figure not to waste the money.
