The Reefs in Bermuda

while you might not be able to swim in the water in November, you could definitely do a wedding on the beach. It's really not that cold. The weather is a little unpredictable, but the "colder" weather doesn't really start until December/January. I never went out with more than a blazer and a sweater through the entire winter, so if it's the weather you're worried about, please don't be.

Your best bets for hotel and beach would be Elbow Beach or Coco Reef, but they are expensive. Another option would be to stay at a less expensive hotel, and look into having the wedding on a public beach. I know the world "public" scares a lot of people off, but at that time of the year, you shouldn't have to worry about crowd control. Warwick Long Bay, Stonehole Bay, Chaplin Bay, and John Smith's bay are the choices that come immediately to mind.

Try getting in touch with an island planner, just to talk and get their opinions on what might work. They will know better than anyone how to go about things.

The Reefs is supposed to be very nice but unless you are a small group, you can't get married on the beach. They have a deck called Caso's point which overlooks the beach that they do weddings on. I have a friend who got married there and then did a reception at their restaurants called Coconuts. The pictures looked beautiful.
