Ultimate TV Question: DirectTV or Comcast?

Had Dish Network in the past but I don't think what they offer is really at the same level as Comcast or DirectTV.

Is it true in an effort to reduce bandwidth, Comcast cuts their HD feeds in half or more, thus resulting in a grainy, noisy feed?
