I am very familiar with this concept of controlling invites but I don't recommend it for DWs. Mainly because people RSVP to come and then don't. Others say no prematurely and then change there mind.

I'd recommend making one list and counting your heads then. I guarantee that your numbers WILL fluctuate a couple of times.

Another potential issue is when invites go to mutual friends at different times. Guests invited or not may question where their invite is.

Our B list really only consisted of people that would not know if they were invited one way or another, it was people that we felt like we should invite but if numbers got too high, they were the first we could exclude. We didn't send them STDs but we are ending up sending invitations to all. We are not doing any type of staggered RSVP since we are now pretty much including everyone.

Nope, I'm not planning on doing this--- I was just curious about what it entailed because the article I read wasn't real clear. Until I read the article, I never would have even thought of something that complicated to keep straight. At our guest list is too small to even justify doing it. We're doing everything in Mexico (wedding and reception) and have about 80 people on our invite list and only expect about 20-30. Our families are too big to do anything at home and still pay for everything ourselves. I was just curious if anyone else had heard of this idea...
