I thought that, too...and then, turns out, some still charge! We flew Mexicana from California to Mexico (no charge), and USAir from Mexico home. USAir charged us for the second bag per person, because their particular policy is that flights among US/Mex/Canada fall under that second-bag charge rule. My advice would be to check with your specific airline.

As for the centerpieces, we shipped some (via FedEx -- if you're shipping to Mexico, as long as your merchandise was not made in China and is worth less than $200, you should be okay...we shipped straight from Crate and Barrel and had no problem), had friends bring some, and then brought the rest with us. The most breakable items went in the carry-on, and we brought receipts for EVERYTHING. They did ask to see receipts, and we had to prove to them that we were bringing in less than $200 worth of goods per person. They didn't make a big fuss, but they certainly asked.

Anyway, that was our experience. My $0.02. =)

Be sure you check with your travel agent and specific airline. Some consider the Caribbean and Mexico domestic still. There is no major trans oceanic travel. You also don't get the free booze like you do on other international flights.

I took everything down with me. Our resort did not accept shippments and we were exempt from the new baggage rules. I carried on my dress, flowers, and all of the glass. I had all of the OOT stuff primarily in one suitcase, with the exception of the candles. They were too heavy so had to end up going in Mike's golf bag I think. The other suitcase had ceremony stuff and the craft supplies I needed for last minute projects. I used every bit of space I had in every bag. We did have to keep them under 50 pounds. I had my second bag and my mom's second bag and we each took a carryon. Mike had my dress and his suit and no one questioned him about having two. I think there were enough of us that they figured it would be spread around somehow.
