Even if it's hot out, I think after 9am would be fine. I mean, at least in Oregon it's not hot at 9am---EVER. So if my neighbors started mowing before 9 (cause I know the DH never will) I would be pissed! We can barely sleep in because of the dogs- they see light and they want up. Grrr...I can't imagine if you throw children in the mix.

I feel ya - 8:30 is a bit on the early side...but honestly, there are times here in TX where it's already 85 degrees out at 8am so I don't get too mad if people get it done early. I wouldn't want to be out there in the hot sun any later/longer than I had to! I agree it's irritating...but don't actually think it's "wrong".
