I'm sorry your sister may not be able to make it. But I agree with what was said above that she should be able to change the court date.

 

As for the uneven # of attendants, I've been to a number of weddings where there were a different # of bridesmaids and groomsmen. I wouldn't ask anyone else, especially because you said you aren't really close enough with anyone else coming to want to ask them.
