We will probably do 1 bag per room, depending on how many guest come to the wedding.

We're doing one bag per couple, potentially an extra bag for the kids (esp. since the "kids" range in age from 7 to 20), and individual bags for the singles...even if two of them will be sharing a room. Because we figured that they won't necessarily be going to the beach together and each would likely appreciate having her own tote, her own first aid kit, etc.

1 per couple unless they are single than they get their own. With that out of 28 guests total we have 20 bags to give out.
