I think that you, may have some wrong information, can you explain what is this 3 days residency requirement exactly about? anyway my partner, have a close friendship with the civil judge officiating most of the weddings here in Punta Cana, so I'll ask him to find out, what are exactly the requirements to get married here, if is that what you need to clear. Hi Tracey Jo, Congratulations on your upcoming marriage! If this is too important, you must be really careful about it, and especify to you wc how important is this thing for you, I've seen too many symbolic ceremonies and most of the time the speech is not similar at all to the legal wedding speech, of course these things depends on what hotel, but also usually the officiant is someone from the wedding staff even dressed with the same uniform of the hotel, so again be absolutely clear with your wc about this special Item or hire someone from outside the hotel to make the role of civil officiant.
