I guess it depends on what kind of information you want to put in your "travel packets". For guidance on booking or TA contact info, it would be best to send them out with your STD or invite. If you're talking more granular information such as a packing list, how to get through customs, things to do, etc then you can wait until you have confirmed guests. I sent my guests travel information late April for my wedding this month, if that helps.

I think if you want to make sure everyone gets a drink you should have someone pass out 2 chips per person...it's not unusual because I've heard of other people who have done drink tickets before. This way everyone gets drink(s). Those who prefer not to drink will find someone to give their tickets/chips to!
