I have not heard of any rule about amount of guest that need to stay at the resort. However, if your guest don't stay there they need a guest pass for the day which is around $80 for the palace I think. Plus, I think you can only stay so late with a guest pass. So they might as well stay at the Barcelo. I believe so, here's the email I had from Gabriela:
Hi Cara,
We have a photographer in the Resort. If bride and groom want to use an external photographer, it's necessary to pay a fee ($300US)

And with guests staying at a different resort - it's true that they do have to buy a day pass if they're not staying at a Barcelo, BUT, if they stay at any of the other 4 Barcelo's (Beach/Caribe, Colonial/Tropical) they do not have to purchase a day pass for your wedding day. Any other day during their stay, they would have to. But on the day of your wedding, they don't. I thought that was great when I found out about that!
