I think a dinner/small reception of some kind is in order even if you have a handful of guests. Determining the more cost effective option depends what resort you choose. If you are set on the new Paradisus (which looks amazing btw) reach out to their wedding coordinator to see what your options are. Have you sent out save the dates at all? That may help you get a good preliminary head count because a lot of people will probably say they can't come right away. Hi, I'm not sure whether Riu helps with that but its a good question to ask them. I had some bridesmaids help me assemble them in my room and we handed them out at our welcome dinner, but if you want them in the rooms when guests arrive it could get tricky. Hopefully some other brides have experience with this.

A lot of brides go through this and wonder how much is too much for guests to pay, and then deal with the guilt that comes with knowing everyone won't be able to attend (for money or other reasons). My advice is always to do what you feel and weigh out what is more important to you - having more of your loved ones at your wedding or having your wedding where you really want it without everyone you love.
