I don't think I know what it is, but here are a few that are similar
Copper Alt Caps Exper - but the capitals are a bit more curliqued in this one
Helinda Rook - not quite as curliqued
Palace Script - again, not as curliqued
SplendidOrnamentry
Young Love ES
I think all of those are on dafont.com, so take a peek and see what you think.

it might be something like Swash caps. My guess is it has caps in the name because the capitol letters are so ornate.
